- The improvement of agricultural productivity in transitional economies is expected by the security of land tenure. In Cuba, land reforms implemented since 2008 aimed to increase agricultural production by distributing state-owned idle lands with usufruct rights to legal entities and natural persons. The land reform laws impose conditions that restrict usufruct farmers from cultivating perennial and capital-intensive crops. Thus, the land reforms are expected to affect the productivity of annual crops excluding capital-intensive ones (treatment crops). Exploiting the exogenous restrictions, this study empirically analyses the impact of the land reforms on agricultural productivity using crop-level panel data. Using the difference-in-differences method, we find that the reform in 2008 led to productivity improvement of treatment crops, whereas no significant impact was observed from the reform in 2012. Among the treatment crops, cassava and pumpkins are the most positively affected. Additionally, we find that a price increase is associated with a reduction in the productivity of the treatment crops, which implies that usufruct farmers have a particularly incomplete labor market.
