Air Transport and High Speed Rail: Competition in the Past, But (Likely) Cooperation in the Future

概要
In the last two decades, the high-speed rail/HSR has been existing as a "new" competitor against air transport. However, due to some changes in the circumstances relevant to air transport? action against climate change is strongly required, for example?, HSR would become a "desirable" candidate of cooperation with air transport; that cooperative relationship would enhance a good point that air transport has for passenger transport. In this seminar, we focus on the relationship between air transport and HSR in terms of cooperation/integration and discuss the workability and possibility of that cooperative relationship. We applied the bi-level market model, which can describe both carriers' and users' behavior as a vertical structure. In this seminar, we show the summary of two articles. First one is the article dealing with airport-HSR cooperation by coordinating the fare support for air-HSR connecting passengers. Our results suggested that the collaboration between HSR and the smaller demand airport can reduce the congestion at the bigger demand airport, which suggests the collaboration can be preferable for carriers and passengers; it would improve the social welfare. Second one is the article discussing the effect of coordination of charges on profits of carriers, benefit of passengers, and social welfare. The results suggested that (i) maximization of airports' profit by coordinating airport charges can be compatible with the improvement of social welfare under the multiple hub system, when the runway capacity constraint at a busy airport is not strict, but that situation exists under a particular charging scheme; (ii) considering the profitability, there exists definite though limited possibility ofcooperation between airlines and HSR. Finally, we show a current direction that the air transport research should do under the serious situation given by Net Zero Policies.
