Has China Exercised Economic Statecraft over Brazil?

Abstract

Brazil, a significant player in the Global South, has rapidly strengthened its bilateral ties with China since the turn of the 21st century, with trade as the central focus. However, several previous studies proposed that the Brazilian export industry deepened asymmetric economic dependence on China and resulted in the "deindustrialization" of the domestic industry, leading to a decline in its competitiveness. Despite such adverse effects, the Brazilian economy remained dependent on China, and even President Bolsonaro, known for anti-Chinese statements, did not criticize the "One China" principle.

This seminar will provide a preliminary discussion using the international political economy concept of Economic Statecraft (ES), which refers to economic instruments used to implement foreign policy. It will suggest that Chinese ES may have indirectly affected Brazil's policy changes.
