- Abstract
- India has initiated a slew of industrial policy programmes in recent years. The most notable has been the Make-in-India campaign started in 2014. The objective has been to transform India into a global design and manufacturing hub and aimed at raising the contribution of the manufacturing sector to 25 percent of the GDP by 2025. In this paper we present a policy narrative that captures the key highlights and certain obstacles in this recently chosen path by India. The policy instruments include tariff protection, export subsidy, local content requirement through phased manufacturing programme and incentivizing domestic value added, and direct production subsidies. Under the Production Linked Incentive (PLI) scheme direct production subsidy is provided to firms in 14 key manufacturing sectors subject to certain performance parameters. A key objective of the new industrial policy is to incentivize manufacturing investment and capacity creation to achieve higher domestic value addition in the face of increasing import competition particularly from China.
