Kobe University participated The Fifth Tokyo International Conference on African Development (TICAD V) held in Yokohama during June 1-3, 2013 as one of the co-organizers of the High-Level Panel Discussion entitle as "Youth and Employment in Africa: the Way Forward. Empowering Young Africans to Live their Dreams". RIEB and JICA submitted to TICAD V a policy brief "Empowering Young Africans to Live their Dreams" resulted from a joint research consisting of international scholars.

The event started from the report of joint policy recommendation of JICA, World Bank, and African Development Bank by Professor Ernest Aryeetey, the Vice-Chancellor of University of Ghana. It proceeded to a lively discussion of the high-level panel chaired by Ms. Aiko Doden (Senior Commentator, NHK) with the participation of President Ali Bongo Ondimba of Gabon, President Jacob Zuma of South Africa, President Jakaya Mirsho Kikwete of Tanzania, President Jim Kim of World Bank, President Donald Kaberuka of African Development Bank, President Akihiko Tanaka of JICA, and Professor Rachel Glennerster of J-PAL, MIT. Professor Aryeetey and Professor Glennerster are members of RIEB's research team.

In Africa, working conditions are vulnerable for the two-third of rapidly growing youth population who are not able to earn decent wages. This issue of joblessness has assumed so serious dimensions that delegations from African countries crowded the venue. The event contributed to deepen understandings of the scope and depth of the problem and the urgent need for a comprehensive program of innovative actions to empower the young people in Africa to live their dreams.

Following this event, RIEB, JICA, World Bank and African Development Bank held a Technical Discussion in Tokyo on June 4th to present each organization's flagship report on youth employment in Africa. Professor Nobuaki Hamaguchi, Director of RIEB, presented the JICA-Kobe University report, which can be downloaded from the following link.
