(Abstract)
Japan's hybrid system during the Meiji era provides a useful laboratory for ex- amining whether complementary mechanisms to patents induce innovation. Patents were introduced in 1885 and by 1911 over 8,500 prize competitions took place with the aim of spurring technological development. The prizes boosted patent outcomes by 28-32 percent in recipient prefectures - a credible estimate of the causal e ect according to the timing of patents and prizes and the boost to patents observed in adjacent prefectures relative to control prefectures without prizes. However, the nancial cost of the inducement was high, with an elasticity of patents to prize expenditures of only around 0.05.
