（Topic）		 生物多様性条約の現状と課題： 農業と森林分野での経済的議論を中心に
概要：
(Abstract)		 生物多様性条約では2008年5月第9回締約国会議において、各国の活動の指針となっている森林の拡大作業計画の詳細検討が行なわれた。詳細検討は、作業計画の見直しではなく、実施を促進するための障害や優先的課題の特定に主眼がある。森林は条約の中心的領域であると同時に諸外国の対立が先鋭化しやすく、今回も予防原則、バイオ燃料、科学と政策のインタフェースなどで論議がなされた。森林の詳細検討には、条約全体と森林に特化した指針の決議と議論があり、注意を要する。

At the ninth meeting of the Conference of the Parties (COP) in May 2008 in Bonn Germany, the expanded programme of work on forest biological diversity went through in-depth review.
Historically, forest, as a thematic topic, has been one of the central issues for the Convention. Simultaneously, it has been fraught with different opinions and conflicts mainly stemming from different discrepancies. Number of different issues were raised at COP9 from biofuels and science-policy interface. The aim of the in-depth review of the expanded programme of work on forest biological diversity is to promote the further implementation of the programme as opposed to reviewing the programme itself.
