世界の動向からみた我が国国有林改革の特徴 Current Situation of Forest Reform in Western Countries and Problems of Natioanl Forests in Japan |
| 概要： (Abstract) |
欧米諸国では森林所有は私的所有が基本であるが，森林の一部は国家によって所有され，森林官によって管理されていることが多い。しかし1992年の地球サミット以降，環境重視，規制緩和，地方分権の流れのなかで，生態系管理を志向するアメリカ，カナダ，民営化を実施したスウェーデン，オーストリア，森林管理と行政実行を分離するバイエルン州，そして地方分権を実施したイギリスなど，国有林の管理をめぐって様々な動きが生じている。わが国の国有林は1998年に公益的機能を重視するとともに，一般会計からの繰り入れを伴う特別会計に移行した。報告では世界の動向と北海道を中心にした国有林管理の実態をふまえて，わが国国有林改革の特徴について明らかにする。 |

国連食糧農業機関（FAO）について Food and Agriculture Organizaiton of the United Nations: Overview |
| 概要： (Abstract) |
国連食糧農業機関（FAO）は、栄養・生活水準の向上、農産物の生産・流通の改善、農村生活の向上を目的として、食料・農業分野での活動を行う国連専門機関である。近年、FAOでは、滞納国の増加等により財政状況の悪化が進むとともに、先進国と途上国の対立や活動分野の拡散等により期待される役割が不明確になりつつある。このため、現在、事務局の主導により、FAOを「知識機関」と位置付けるための改革が進められている。本セミナーでは、国際機関、国際連合及びFAOの概要について紹介した上で、FAOの抱える問題点と改革に向けた取組につき説明する。また、FAOと日本との関係のあり方についても言及する。 The Food and Agriculture Organization of the United Nations (FAO) is a UN specialized agency in the area of food and agriculture, with the objectives of (i) raising levels of nutrition and standards of living, (ii) improvement in the efficiency of the production and distribution of food and agricultural products, and (iii) bettering the condition of rural populations. Recently, the financial condition of FAO is deteriorating due to the increase of the number of countries in arrears, and the role of FAO is becoming unclear due to the confrontation between developed and developing countries and the dispersion of its activities. Therefore, the Secretariat of FAO is now promoting the “reform” of FAO, which will re-identify it as a “knowledge organization.” This seminar will first introduce the overview of international organization in general, the United Nations, and FAO, and then, explain the problems FAO now faces and current efforts for its reform. Finally, the relationship between FAO and Japan will also be referred. |
