Aid as Catalyst for Private Investment: Lessons from Asia to Africa |
| 概要： (Abstract) |
Despite some upturn in macroeconomic indicators in recent years, low private investment remains a key weakness in Africa. This paper shows: that aid in Africa was diametrically opposite to that of Asia; in terms of the amounts the countries received, the sect oral compositions, the size of individual projects, and the intensity of donor involvement. The paper then presents empirical evidence that (a) in Asia, aid leveraged private investment in the long run, while in Africa the correlation between aid and domestic investment was at best ambiguous; and (b) this sharp contrast in the aid-investment relationship could be attributed to the difference in modality of aid delivery. The paper concludes with a few suggestions that could link aid more closely to private investment, and avoid pitfalls of excessively large domestic spending on aid flows in Africa. |
