In Search of Optimized Regional Trade Agreements and Applications to East Asia

Unlike trade liberalization through tariff reductions, there are limitations to obtaining statistical evidence on trade facilitation with trade costs. This makes it difficult to carry out a cost-benefit analysis, thus creating a political burden for policymakers to push any trade facilitation-related policy forward. We attempt to overcome this limitation by quantitatively analyzing the trade effects of enhanced trade facilitation with extended gravity equations. From our findings, we confirm that RTAs comprised of countries equipped with better trade facilitation are more likely to be trade-creating, less likely to be trade-diverting, and are thus more likely to lead the world economy toward global free trade. In addition, we apply our findings to possible East Asian RTAs and find that the RTAs currently proliferating throughout East Asia will be beneficial for participating countries with reservations. Our findings indicate that (i) the traditional gains from shallow integration through eliminating tariff barriers will be greater for South-South RTAs in East Asia such as an ASEAN+China RTA, provided that the tariff-reducing schedule is strictly fulfilled, (ii) the gains from deeper integration through enhancing trade facilitation will be greater for North-North RTAs in East Asia such as a Japan-Korea RTA, and (iii) the gains from a combined trade liberalization strategy through tariff reductions and enhanced trade facilitation will be greater for North-South RTAs such as a China-Korea and an ASEAN+3 RTA. Considering that most of the RTAs currently in force or under consideration throughout East Asia include both developing and developed countries, tariff reduction and enhanced trade facilitation should be combined in any East Asian RTA. This will lead East Asia toward a Pareto superior state.

An Economic Analysis of Terrorism

(Abstract)
This paper develops a model of terrorist activity and behavior.  A terrorist organization chooses both the size of an operation and its frequency.  The defending state chooses the level of security-deterrence  measures.  A non-cooperative game is posited.  It is shown that  a particular time sequence of moves dominates  other sequences including simultaneous moves. We analyze how an innovation in security-deterrence technology as well as enhancement of technology and factor endowments in the hands of a terrorist organization affect scale and frequency of terrorist activity and the total expected damage. A defensive counter-terrorism policy is shown to reduce the scale of attack but increase in the number of attacks, while an offensive policy tend to imply the opposite. Both policies reduces the expected damage for terror however.  An individual's decision to become a terrorist or a financier is also modelled,  leading to endogenous supplies of terrorists and funds.  The effects of terrorist-flushing measures, provisions to curb the flow of funds to terrorist organizations and income-enhancing policies are evaluated by taking into account their "supply-side" effects.

International Transfer, Endogenous Environmental Policy, and Welfare (with Yasuyuki Sugiyama and Kazuharu Kiyono)

(Abstract)
This paper examines the effects of international transfer on pollution permits which are determined non-cooperatively by a donor and a recipient. First we show that the untied international transfer decreases the pollution permit of the recipient. Second, the untied international transfer can be welfare-improving for both countries if pollution is transboundary. Finally, we show that tied aid can increase the welfare of the donor while keeping the recipient's welfare constant, and can reduce the world wide pollution level.
