Brazil's challenge for soridality economy
概要：
（Abstract）		 ブラジルでは、経済の停滞、失業率の増加など、社会全体が行きづまるなかで、市場競争ではない新しい経済の試みが始まっている。零細企業の共同組織である協同組合や、倒産した企業を引き継いだ労働者自主管理企業などの動きは「連帯経済」と呼ばれ、様々な実践例を通じて、地域の住民と企業が共同して新しい事業と雇用が創出されつつある。企業経営においても、優れた製品とサービスを提供する営利目的事業だけではなく、社会的責任（CSR: Corporate SocialResponsivility)の達成が企業評価の要素の一つになりつつある。重要な機関投資家である政府系企業(および民営化された旧政府系企業）の従業員年金基金は、企業内外での貧困・教育・環境問題などへの取り組みを通じた社会的責任の達成度を投資の基準のひとつとしている。本報告では、ブラジルにおけるこのような動向を紹介し、開発問題への含意を議論する。

In Brazil, an impasse from low economic growth and high unemployment rate has prompted new approach searching alternative for pure market competition. Based on local-level cooperation between residents and firms, "solidarity economy" is contributing to create new businesses and jobs through such practices as micro enterprise cooperatives and workers' self-management of bankrupt companies. Firms are evaluated not only by profit making but also by how much they accomplish the corporate social responsivility (CSR) through involvement in poverty, basic education, and environmental problems, etc. As powerful institutional investors, pension funds of government-ownd enterprises (and of privatized ones as well) sees firms' attitude toward CSR issues as one of their criteria for investment decision. This presentation will introduce the recent progress of the solidarity economy in Brazil and discuss some implication for development issues.
