戦後の日本および東アジア諸国の目覚しい経済発展は、内外の多くの研究者の関心を集め、様々な観点から分析されてきた。これらの中で米国において最も有力な理論として発展型国家理論がある。この理論は政府の様々な政策が経済発展に重要な役割を果たしたとする。発展型国家理論は、東アジア諸国の政府の役割と経済発展の因果関係の分析には一定の成果をあげたが、経済システムの存在を既存の条件と想定しているため、それがいかにして構築されたかという問いは未回答のままになっている。本稿は思想と経済制度の因果関係に焦点をあて、発展型国家システムの制度基盤を分析する。1930年代に誕生した新しい経済思想が戦前の日本と満州における発展型国家システム構築の主要な要因となったとする仮説を、思想形成段階、思想選択段階、思想浸透段階、政策遂行段階の４つのプロセスを段階追跡（process
tracing）することによって検証する。 The remarkable growth of East Asian economies in the post-WWII period has attracted attention of many scholars. The conventional explanation of the high-speed economic growth was developmental state theory that focuses on the roles of state in facilitating economic growth. While developmental state theory provides a compelling explanation for the causal relationship between economic development and the roles of state, its theoretical domain is limited to the extent that it does not sufficiently account for the institutional foundation. As the majority of studies takes the distinctive institutional structure of East Asian economies as given, the question of how the system originated remains unanswered. This paper tries to unravel the unsolved puzzle regarding the origin of the East Asian developmental state system and examines the causal effects of ideas through an historical analysis of two prototypical cases of the developmental state systems, namely Manchuria in the 1930s and Japan during WWII. |
