Assessing the Quality of FTAs and Implications for East Asian Economic Integration

Since the East Asian financial crisis, there has been growing discussion on East Asian economic integration through the ASEAN+3 (China, Japan and Korea) process. A related question can be raised; which country will lead economic integration in the region? This question is gaining added weight when Japan has been promoting bilateral FTAs with Korea and ASEAN recently, and China established a FTA with ASEAN countries November 2004. This paper assumes that a country with high quality FTAs could lead economic integration in a region. Market access is a core element in evaluating the quality of FTAs. This paper tries to assess the quality of FTAs in terms of coverage of tariff elimination and the simplicity of rules of origin (ROO). It is analyzed that Australia-New Zealand FTA (ANZCER) and ASEAN-China FTA have the highest quality in market access with wide coverage of tariff elimination and simple ROOs, while NAFTA is scored next to these FTAs because of complex and stringent ROO, and Japan’s FTA with Singapore is evaluated to have a poor quality. Based on this assessment, the paper predicts that ASEAN-China FTA can be a strong candidate for a FTA hub for economic integration in East Asia.
