Title : ”Rethinking the Washington Consensus”
Abstract : Apart from a handful of prominent developing countries, most of the world has seen little or none of the promised economic benefit from two elements of the Washington Consensus: widespread trade and financial liberalization. Many countries actually regressed, when more broadly defined socio-economic development goals are examined. We explore three topics: 1) the economic gains from increased trade and financial "openness;" 2) the relationships between trade and financial opening and income inequality; and 3) given the above, we try to explain how openness can be better paced, sequenced and complemented by other policies. We conclude that differences in initial conditions, from history, culture and geography to stages of industrial and inistitutional development, preclude any "one size fits all" framework for development policies.
