「金融システム問題」 |
| 概要： (Abstract) |
わが国金融システムは、1990年代央以降、不良債権問題を背景に健全性、安定性を欠く状況が続いていたが、最近ではかなりの改善をみている。この間、銀行監督、中央銀行の最後の貸し手機能、セイフティーネット、産業再生など、各般において様々な異例の対応が取られてきた。ここでは、そうした危機時における対応について整理しつつ、危機を脱した、しかし金融機関の破綻はありうるという「新たな平時」の下での、あるべき対応を考察してみた。また、金融システムがこれまでどのような歴史的変遷を辿ってきたか、それが現在の金融システムにどのような形で投影されているについても議論する。最後に、金融システムの安定性に関する理論的研究の必要性、可能性について言及する。 Japan's financial system has recently restored its soundness and stability although it took longer time than people had expected. Some exceptional and bold measures have been taken for the recovery. Those measures include capital injection, blanket guarantee of deposit, setting up industry revitalization corp. and so on. Here, I summarize important policy taken and review some theoretical background for those measures. I also review structures and natures of Japan's financial system from historical viewpoint. Finally I propose some further study about theoretical analysis of systemic risks. |
